European Blockchain Pre-Commercial Procurement

The European Commission is holding an open market consultation for its upcoming European Blockchain Pre-Commercial Procurement. The EC is looking for novel blockchain solutions for the European Blockchain Service Infrastructure.

The Pre-Commercial Procurement builds on the work of the European Blockchain Partnership, a cooperation between the European Commission, all EU Member States and some countries of the European Economic Area.

Partners work together on the European Blockchain Services Infrastructure  to deliver EU-wide cross-border public services using blockchain technology with the highest standards of security and privacy.

In order to deploy cross-border blockchain services across Europe as soon as possible, partners are developing use cases that can be implemented relatively easily by using existing blockchain technology.

The blockchain Pre-Commercial Procurement therefore focuses on the development and testing of a novel distributed ledger or blockchain solution which builds on the EU legal framework, in particular the GDPR Regulation, the eIDAS Regulation and the NIS Directive.

Open market consultation

The open market consultation provides a better understanding of the procurement objectives and process.

It also aims to obtain market parties’ input to assess the gap between the procurement need and ongoing market developments in the field of Blockchain.

It is an unique opportunity to provide feedback on the scope of the future PCP and to be involved in and co-create the future development of innovative EU-wide blockchain solutions.

The open market consultation will be organised in English in the form of several activities:

  • Webinar on 14/01/20, starting at 15h00. Please register here before 12/01/20 for the webinar.
  • Online questionnaire. Please note: the questionnaire will only be open from 16/01/20 to 02/03/20.
  • Open Market Consultation Event on the 11/03/2020 in Brussels, Belgium
  • Individual face-to-face meetings with the European Commission in the week of 11/03/20 in Brussels, Belgium
